You may be aware of that APCOST is a nodal agency for DST, Govt. of India for
implementation of Science & Technology activities in the State of Andhra Pradesh.
APCOST has been implementing various Science & Technology activities like NCSC,
NMD, NSD, NDIs and other science related programs, conferences, workshops throughout the
State with the active support of Education Department.

Among the programs, National Children's Science Congress (NCSC) is a flagship
program of National Council of Science Technology and Communication (NCSTC), DST,
Govi. of India for the students/ children of age group 10 - 17 years to inculcate the Scientific
Temper among them, every year on the focal themes announced by NSCTC - Department of
Science & Technology (DST), Government of India.

APCOST has successfully organized last 29 NCSCs with the active coordination of

DEOs (Education Department) who identifies District Coordinators (DCs), District Academic
tuotion APCOST hoe



GuidelineForSelectionofDCsfor30th&31stNCSCs–2022&2023respectively:
1.DC maybeaHeadmasterorSchoolAssistantinScience(BS orPS)from
Government/ZillaParishad/Aided/MunicipalSchool.
2.Retired&forretirementpersonsarenoteligible.
3.DCshouldhaveatleast10yearsofregularteachingexperienceinschool,dealing
withScience(BS/PS/Maths)subjectonly.
4.DCshouldbeaparticipantofNCSCeventforatleast4yearseitherasGuide
Teacher(GT)/ResourcePerson(RP)/DistrictAcademicCoordinator(DAC).
5.DCsshouldhavetosubmithis/herparticipationcertificates(issuedbyAPCOST/
NCSTC,DST,GoI)withregardtopreviousNCSCs.
6.DCshouldhaveenthusiasminpromotingscienceactivities.
7.DCshouldbecapableandinteresttoorganizeAPCOSTactivitiesintheirdistrict,
andtocoordinatealltheteachersinallmandals,
8.DCmustbeabletotaketheconceptofNCSCtothecornerschoolsinthedistrict.
9.PreferencemaybegiventoteachershavingPh.D/M.Phil/at-leastPG.
10.IfDChasbeenselectedfrom Aided/MunicipalSchool,theindividualisneedto
submit“NoObjectionCertificate”from concernedmanagement,addressingto
DEOandTHEMEMBERSECRETARY,APCOST(both)toappoint/workasDC.

Focal theme and sub-themes for 
National Children’s Science Congress 
2022-2023
Introduction 
The ongoing pandemic has created a ‘disjuncture’ in our existence. ‘Disjuncture’ is a 
concept discussed in learning theory to interpret a phenomenon when people are 
confronted with an experience that conflicts with an individual's previous own 
understanding about the world1. The process compels us to find different information, 
acquire new knowledge and learn new ways of doing things2. This new learning tells us 
that “we must learn to listen to science”3. In this perspective, global focus on public health, 
scientific inquiry and education emphasize on developing linkages to promote necessary 
collaboration, developing solidarity and collective action for common good to encompass 
fluidity as well as capillarity in the changing context of reality4. On the other hand, the 
experience of the pandemic and understanding about the origin of such a crisis with loss of 
human life, livelihood and biodiversity5, emerging barriers to ‘old normal’ and evolving 
fresh norms for a ‘new normal’6 focus more on ecological security7 and nurturing eco-
literacy8 to relook and reconnect with nature9 for health security10 and well-being11. In 
unison, recalling and considering its commitment to human well-being, biodiversity 
conservation and achieving Sustainable Development Goals, the UNO has declared 2021-
2030 as the UN Decade on ‘Ecosystem Restoration’, within existing structures and available 
resources. This is done with the aim of supporting and scaling up efforts to prevent, halt 
and reverse the degradation of ecosystems worldwide and raise awareness on the 
importance of ecosystem restoration12. With this aforesaid perspective, ‘Ecosystem’, 
‘Health’ and ‘Well-being’ are considered as the primary focus to develop the Focal theme of 
NCSC 2022-23. The sub-themes will have the broad objectives of promoting collaborative 
inquiry-based experiential learning embedded with method of science. This will enable the 


children to understand issues about the ecosystem, its functions and implications for health
