Certain teachers are Unauthorised absent to duty for a continuous period exceeding one year - Orders

The attention of all the District Educational Officers in the State is 
invited to the references read above and they are informed that 
Government have directed in the reference 1st cited that in all cases of 
unauthorized absence to duty for a continuous period exceeding 'one 
year', the penalty of removal from service shall be imposed on the 
Government employee after duly following the procedure laid down in the 
Andhra Pradesh Civil Services (CCA) Rules, 1991. 
Further, Government have issued orders in the reference 2nd cited, 
duly amending the rule 18 of the Andhra Pradesh Fundamental Rules as 
follows: 
" Rule 18-A: A Government servant shall be deemed to have 
resigned from the service if he - 
a. is absent without authorization for a period exceeding 'one year,' or 
b. remains absent from duty for a continuous period exceeding five 
years with or without leave; or 
c. continues on foreign service beyond the period approved by the 
State Government; 
Provided that a reasonable opportunity to explain the reason for 



such absence or continuation in foreign service shall be given to the 
Government servant before the provisions of this sub-rule are 
invoked". 
Therefore, all the District Educational Officers are hereby directed to 
take disciplinary action on the teachers who are unauthorised absent to 
duty for a continuous period of exceeding one year in accordance with
