Constitution of High-Power Committee to probe into the causes behind the gas leak and suggest measures to improve the protocol for industrial safety
ORDER :-
The unfortunate incident of the leakage of ‘Vapour gas’ (styrene) from LG Polymer plant, situated at
Gopalapatnam area of R.R. Venkatapuram Village on the outskirts of Visakhapatnam city, occurred
during early hours of the morning of 7th May 2020. The gas started to leak, which despite early controls,
caused hospitalization (9 deaths) of several adversely-affected people and subsequent panic among
locals.
2. Government of Andhra Pradesh has taken swift action to avert further loss of lives and any other
negative externality, by arranging a massive evacuation exercise for residents of the nearby areas. The
District administration of Vizag mobilized several vehicles including ambulances, fire brigades etc. to
rescue, evacuate and shift local people to the farther areas. The affected victims were immediately
moved to hospitals for critical care and recovery procedures.
3. Government of Andhra Pradesh has announced Rs. 1 Crore as compensation to the families of
each of the deceased. In addition to this, the government will also compensate victims on ventilator
support with Rs 10 lakhs, and victims hospitalized but not on life-support with Rs 1 lakh each. This will be
provided in addition to the entire expenses of their hospitalization, critical care and recovery, which will be
borne by the government. Victims who received primary care treatment due to surface injuries arising out
of this gas leak, will be given Rs. 25,000 each. Many animals had also died after inhaling the gas, the
government will give compensation of Rs. 20,000 per animal to their owners.
4. The Government is fully committed to ensuring that such a harmful incident does not take place
again. To achieve this, the Government hereby appoints a High-Power Committee to probe into the
causes behind the gas leak and to take stock of the recovery steps being taken in response to the
incident.

సాక్షి, అమరావతి/విశాఖపట్నం : విశాఖపట్నం ఎల్‌జీ పాలిమర్స్ గ్యాస్ లీకేజీ ఘటనపై రాష్ట్ర ప్రభుత్వం అప్రమత్తమైంది. గురువారం తెల్లవారుజామున ఎల్‌జీ పాలిమర్స్ నుంచి వెలువడిన స్టైరిన్‌ విషవాయువును పీల్చడం ద్వారా 12 మంది మృతి చెందగా, వందలాది మంది అస్వస్థతకు గురయ్యారు. భవిష్యత్తులో ఇలాంటి విషాదకర ఘటనలు చోటుచేసుకోకుండా ప్రభుత్వం ముందు జాగ్రత్త చర్యలు తీసుకుంటుంది. ముఖ్యమంత్రి వైఎస్‌ జగన్‌మోహన్‌రెడ్డి ఆదేశాల మేరకు హై పవర్‌ కమిటీని ఏర్పాటు చేస్తున్నట్లు ప్రభుత్వ ప్రధాన కార్యదర్శి నీలం సాహ్ని శుక్రవారం ఉత్తర్వులు జారీ చేశారు. ఈ హైపవర్‌ కమిటీకి సీనియర్‌ ఐఏఎస్‌ అధికారి, పర్యావరణ, అటవీ మంత్రిత్వ శాఖ ప్రత్యేక ప్రధాన కార్యదర్శి నీరభ్‌ కుమార్‌ ప్రసాద్‌ చైర్మన్‌గా నియమించారు. ఈ కమిటీలో సభ్యులుగా పరిశ్రమల ప్రత్యేక కార్యదర్శి కరికలవలవన్‌, విశాఖ జిల్లా కలెక్టర్‌ వినయ్‌ చంద్‌, విశాఖ పోలీస్‌ కమిషనర్‌ ఆర్‌కె మీనా, పీసీబీ మెంబర్ సెక్రటరీ వివేక్ యాదవ్ సభ్యులుగా వ్యవహరించనున్నారు. ఎల్‌జీ పాలిమర్స్ కంపెనీ నుంచి గ్యాస్ వెలువడటానికి గల కారణాలపై ఈ కమిటీ సమగ్రంగా దర్యాప్తు కొనసాగిస్తుంది. ఎల్‌జీ పాలిమర్స్ పుట్టుపూర్వోత్తరాలను ఆరా తీయనుంది. కంపెనీ ప్రారంభించినప్పటి నుంచి ఇప్పటిదాకా చేపట్టిన విస్తరణ కార్యకలాపాలు, దీనికి సంబంధించిన అనుమతి పత్రాలను ఈ కమిటీ పరిశీలిస్తుంది. కంపెనీ కార్యకలాపాల్లో అనుమతులు, నిబంధనల ఉల్లంఘన వంటి అంశాలు చోటు చేసుకుంటే దానికి గల కారణాలను ఈ కమిటీ అన్వేషించనుంది. విచారణలో ఎదురైన అంశాలు, ఎల్‌జీ పాలిమర్స్ యాజమాన్యం వెల్లడించిన అభిప్రాయాలతో కూడిన సమగ్ర నివేదికను నెల రోజుల్లోగా ప్రభుత్వ ప్రధాన కార్యదర్శికి అందజేయాల్సి ఉంటుందని ప్రభుత్వం హైపవర్‌ కమిటీకి సూచించింది.
