Subject: Contribution of Government for the NPS Account of Central Govemment Employees from 10% to 14% of Basic Pay and Allowance
The undersigned is directed to forward the D.O. tetter No.F.1(3VEV/2020 dated 21st
April, 2020 issued by Department of Expenditure addressed to As&FA, DOC on the subject
cited above and to say that the Depurtment of Financial Service (DFS's) Notification dated
31.1.2019 is specifically
applicable to the Central Govermment employees. It is not directly
applicable to the employees of Autonomous Bodies (ABs).Therefore, adoption of the
notification dated 31.L.2019 in case of Autonomous Bodies (ABs) requires approval of
Ministry of Finance as the decision has budgetary implications
It has been further directed by Ministry of Finance to consider rolling back of higherbinance
rate of 14% or putting it on hold until a decision is taken by Ministry o

of MoF as per para 2 above. Those ABs who had started making contribution at the higher
rate of 14% umder NPS in terms of DFS's notification dated 31.01.2019 should immediately
roll back the contribution to 10%. They should also furnisth a factual information regarding
the amount of higher contribution made till date, the date from which such contribution at
the higher rate was commenced, and the authority with whose concurrence the contribution
at the higher rate was implemented.
In this context, it is to mention that all ABs are directed to strictly enforce the decision
