Mid-Day Meal Scheme – Procurement of eggs through Divisional Level Tenders – Recall of the existing tender and floating tender with revised financial norms
All the District Educational Officers in the State are informed that
Government in the GO 1st cited have issued orders for procurement of
eggs through Divisional Level Tendering. As per orders of Government the
bidders shall be through Reverse Tendering Process. Accordingly,
necessary instructions were issued to all the DEOs for taking action
accordingly. The DEOs have floated Divisional Tenders through AP e-
procurement portal.
Under Condition 10.3 (Quoting of prices) of the Tender Document it is
clearly explained through illustration about the quoting of price in price
bid. In the tender document it is clearly mentioned that the price bid shall
consist of the two values viz: 1.Discount on NECC egg price, and
2.Transportation charges. But, in the price bid the values to be quoted are
mentioned wrongly by adding a word ‘discount’ on Transportation
Charges.
For making corrections in the price bid the APTS is consulted and
discussed the matter in detail. The APTS informed that the reverse tender,
where one value (discount on NECC price) is increasing and another value
(transportation charges) is decreasing, cannot be finalised based on two
oppositely directed values. Confused with this the District Educational
Officers, as suggested by the APTS, have added the word ‘discount’ before
transportation charges that led to more complication in finalising the
tender in reverse tendering system.
The APTS personnel have informed it would not be possible to make
changes in the price bid values after floating of tender through e-
procurement portal. They have suggested for recalling for the existing
tenders and floating the tenders afresh with revised price bid norms.
