for those who are completing six (6) years of term at present in ther
respective working stations ie. at State / District Taluk Level
Headquarters on par with APNGOs Association Certain clarification

In the circumstances reported in the reference 3 cited, it is clarified that in
the references 1 and 2 cited, orders were Issued for retention of the Office
Bearers of A.P. Non-Gazetted Officers Association and other Service Associations,
for one more term of three (3) years for those who are completing six (6) years of
term at present in their respective working places i.e. State/District/Taluk Level
Head Quarters. It has to be clearly understood that these orders were issued for
exemption of further period of three (3) years as a one time measure applicable to
those office bearers who have completed six (6) years of term, as on the date of
issue of the orders in the references 1 and 2 cited, i.e., September, 2014. These
orders are clearly not meant to have applicability in perpetuity.
Therefore, it i5 clarified that the exemption from transfers for a total period

of six (6) vears as reiterated in various Circular Memos remains unchanged
Competent transferring authorities are directed not to entertain exemption of
office bearers of Associations from the purview of transfer if they have competed
six (6) years of service.
All the Heads of Departments and District Collectors are requested to take
