A.P State Food Commission- Role of the DGRO in implementation of NFS Act,2013- Circular
National Food Security Act, 2013 is a comprehensive Act which covers Civil Supplies, School Education, Woman Development & Child Welfare Department and (PMMVY) Medical & Health Departments and also provide right to the beneficiaries to get their entitlements under the Act.
The Government has designated the post of Joint Collector of each District as "District Grievance Redressal Officer" for proper monitoring and evaluation of the implementation of the entitlements to the beneficiaries under NFS Act, 2013 in the reference 5th cited.
The Joint Collector shall have the following powers as DGRO, within the district so as to monitor the implementation of the NSF Act, 2013.
the DGRO shall hear complaints regarding non-distribution of entitled food grains or meals or other entitlements or payment of food security allowance under the Act, and matters relating thereto and take necessary action for their redressal.
DGRO shall ensure the disposal of the grievance within 15 days, but in any case, within not more than 30 calendrer days from the date of receipt of the complaint at the office of DGRO.
Receipt of grievance from the card holders, individual entitlements holders as per the provisions of the Act as well as general public and shall take up hearing directly.
Order preliminary enquiry and hearing by the Tahsildar or RDO as the case may be on the reported grievance and obtain report from them within a specified time frame for further action.
If any person who is not satisfied with the action of the nodal officer (i.e.,) Tahsildar/ASO (PDS), MEO (MDM) and CDPO (ICDS) regarding disposal of the grievance related to the entitlements under the Act, may file his/her grievance to the DGRO.
Any person aggrieved by an order of the designated authority, denying to issue or renewal of a ration card or cancellation of ration card, may appeal to the District Grievance Redressal Officer concerned, within thirty (30) days from the date of receipt of the order.
The District Grievance Redressal Officer shall as far as practicable, dispose of the said petition within 30 working days from the date of receipt of the petition under the National Food Security Act, 2013. Any person aggrieved by the orders of the District Grievance Redressal Officer, may prefer revision petition before the Andhra
Pradesh State Food Commission within 30 days from the date of receipt of the order.
