Finance Department - Public Services- Regularization Case Database (RCDb)- NMR, Daily Wage, Consolidated Pay, Fulltime Contingent, Part-time employees -Issues relating to the Regularization, sanction of Monetary benefits, Retrospective Regularization-Orders
The Government, vide the G.O.MS.No.212, Finance (PC.III) Department, dated 22-04-1994 & G.O.(P)No. 112, Finance (PC.UI) Department, dated 23-071997, have issued the orders for the regularization of NMR, Daily Wage, Consolidated Pay, Fulltime Contingent, Part-time employees as a one-time measure. 2. There are several applications & also legal cases being filed for Regularization, sanction of Monetary benefits viz., Minimum Time Scale (MTS), MTS+ Dearness Allowance (DA), MTS+DA+ House Rent Allowance (HRA) , Annual Grade Increments (AGI), & Retrospective Regularization, which are not being brought to the notice of Government in time. 3. Therefore, & as the 1st step, all the Drawing & Disbursing Officers (DDOs) in the State shall enter the information in the Regularization Cases Database (RCDb), hosted by the APCFSS at https: / / herb.apcfss.an / 4. All the DDOS of the Offices in the State, shall capture the following data of each pending application and legal case, as per the Check Slips provided at Annexure-1 &2, verify the captured data, get it approved by the Head of Office & then complete the data entry, as per the schedule indicated. A. Regularization/ MTS/MTS+ DAl MTS+ DA+ HRA/Annual Grade Increments a) category (i) NMR (ii) Daily Wage (iii) Full Time Contingent (iv) Consolidated Pay (v) Part Time Employee b) application type: (i) Regularization (ii)MTS (iii) MTS+DA (iv) MTS+DA+HRA (V) AGI c) date of birth d) date of initial appointment e) DDO Code of the office in which the
request/proposal is currently pending. f) if regularization, mention reasons for pendency (lack of a clear vacancy/others, specify) 9) is the applicant alive (Yes /No) if No mention date of death. h) is the case under litigation currently? (Yes / No
