developing the SCEs in a paperless manner.
4. These SCFs in the draft form will provide valuable inputs for the National
Curriculum Frameworks. After the finalisation of all the four National Curiculum
Frameworks, the states/0Ts will finalise their State Curriculum Frameworks by
adopting/adapting inputs from the tinal recommendations of NCFS for their implementation in
the states/UTs.
5. For the purpose of developing State Curriculum Frameworks, following steps
are required to be taken by the states/UTs:
i. Ensuring that the State/UT nominates SCERT (wherever it is available) as the nodal
agency for developing State Curriculum Frameworks in collaboration with concerned
state/UT agencies such as School Examination boards, SIEMAT, SEs, etc. working
under the aegis of Department of School Education. In case of non-availability of
SCERT, either Department of School Education (DSE) or another nominated agency
working under DSE may lead this task. (SCERT can take lead for all the SCFs in view
of its diverse roles including school education, teacher education and adult education)
ii. Nominating two nodal ofcers from the SCERT to coordinate with nodal officers of the
NCERT for taking forward the development of SCFs in the states/UTS
i. Setting up of 25 State Focus Groups (as per the template provided by the NCERT) for
developing state position papers in the identified areas. These position papers wil
provide inputs for the SCFs.
iv.Setting up of three separate Steering Committees, one jointly for State Curriculum
Framework for School Education and State Curriculum Framework for ECCE, second
for SCF for Teacher Education and third for SCF for Adult Education (as per the
template provided by the NCERT)
V. Consultations at the district level for taking inputs on the survey questionnaires
developed at the National level.
6. That the entire process of developing NCFs and SCFs will be paperless and
conducted using Tech Platform to be developed by the NIC, MoE in close academic
collaboration of the NCERT. For each for the Focus Group's Position Paper and State
Curriculum Framework, e-template will be provided on the Tech Platform which will be
filled-up by the states/UTs. Also, Survey Questionnaire/Multiple Choice Questions (MCQs)
for district/sub-district level App based Survey for important stakeholders, such as, parents,
PRIS, ULBs, AW and ASHA workers, teachers, Principals, students, CSOs, etc. will be
developed for the purpose. MyGov platform will also be used suitably with its available tools
to make the whole process paperless. Similar processes may be followed by UTs in view of
providing space to their own contexts in the curriculum frameworks. NCERT will also be
conducting orientation programmes for the states/0Ts on the processes of developing SCFs.
7. NCFs and SCFs will serve as implementation guidelines for transforming the entire
school education and Early Childhood Care and Education in view of concerns of equity,
inclusion, multilingualism, experiential learning as posited in the NEP 2020 to provide 15
years of school education in coming future. Accordingly, Teacher Education will also be
transtormed and Adult Education will get its new meaning focussing on lifelong learning.
8. It was requested to initiate planning for the development of SCFs along with first
identifying the nodal officers and resource persons.
