Minutes of thr RJDSE, DEOs, APCs conference held by Principal Secretary to School Education , School Education Department


The Principal Secretary to Government, School Education Department
Convened the DEOs conference along with the Senior Officers of School
Education Department to discuss on proposed agenda items for the
conference. The list of participants have attended the meeting are shown
in the Annexure.

The Principal Secretary to Govt., SE has narrated the importance of the
meeting and the reforms taken up by the government particularly
strengthening of foundation to ensure the super structure better. In this
context he explained that the entire system should run on data and
analytics which is not for officials but for every stakeholder in the
department including students and parents and requested all the
participant officers that they should read and understand the system for
better governance. Further stated that during pandemic the focus was put
on non-academic aspects i.e., Mana Badi Nadu-Nedu, JVK etc., and all in
which systems have been stabilized. Further directed all the DEOS to
monitor and dispose the court cases at their end in timely manner.

The Commissioner of School Education has stated that the survey
reports such as NAS, ASER says that the quality of learning outcomes
that our children have, and lack of basic literacy and numeracy which is
a fact, especiallyin government schools not more that 10 percent are
having adequate learning outcomes to the appropriate class. Further
instructed all RJDSEs / DEOs / APCs to mainly concentrate on academics
for improving the learning outcomes of children as our children lost
more valuable teaching hours for last two academic years due to Global
Covid-2019 pandemic.

Further he has taken up the discussions as per the agenda:
1. Mapping of Schools:

Some of the District Educational Officers have stated that most of the






primary schools within the distance 250 Mts are mapped with the nearest
High Schools. Most of qualified teachers are being deployed to the nearest
high schools as subject teachers as per the instructions. However, there is
a shortage of subject teachers.

After detailed discussions and feedback from the DEOs and RJDSEs a
comprehensive instructions clarifying the issues has to be issued.
Based on the clarity emerged deny the medium, all the DEOs rework
the requirement and submit the report by Monday.
