School Education - APES – Sending of FAC Proposals to the vacant posts of Dy.EOs in the Districts – certain instructions – issued.
The attention of the Regional Joint Directors of School Education and
the District Educational Ofcers in the State is invited to the reference
cited wherein adverse news is published in the daily newspapers on
making In-charge/FAC arrangements to the vacant posts of the Deputy
Educational Ofcers in the divisions of certain Districts.
In this connection they are informed that:
(a)As per F.R.49, Head of the Department is competent to make FAC
arrangements for a period not exceeding 3 months, in not more than
two posts which are either Gazetted or non-Gazetted below the
regional level i.e, confined to a singlee district.

To consider employees of various Corporations / Societies to keep FAC
in the Government posts, such arrangements are not applicable as per
F.R.49.
Further they are hereby instructed to following instructions while
submitting the proposals to make FAC arrangement to the post of Deputy
Educational Ofcer:
1.The Regional Joint Director of School Education/District Eductional
Ofcer are not competent authority to make Incharge / FAC
arrangements.
2.If any Dy.E.O post is fallen vacant due to Superannuation/Promotion/
