Guidelines on Colour combination/theme for painting of Gram Panchayat Buildings
ORDER:
Whereas in compliance to the orders of the Hon’ble High Court of A.P.
in WP (PIL) No. 177 of 2019 and WP (PIL) No. 18/2020 dated. 10.03.2020, a
Committee has been constituted in the reference 6th read above, to look into
various colour themes for painting the Panchayat/Government buildings and
other properties belonging to Govt., as well as local bodies and authorities
and to submit their recommendations.
2. Accordingly, the Committee has submitted its report in the reference
7th read above, wherein it is reported that the Committee has conducted
meetings for detailed deliberations on 06.04.2020, 08.04.2020, 09.04.2020,
16.04.2020 and 22.04.2020 with all the concerned officers.
3. The Committee has discussed various issues arising from the common
order of the Hon’ble High Court of A.P. dt.10-3-2020 in W.P.(PIL)
No.177/2019 and WP (PIL) No. 18/ 2020. During the discussions, the
Committee has observed that the painting of the Government buildings,
Local body buildings etc., shall be based on various geographical and
weather conditions which may be different from one to other as per their
local conditions of the areas concerned. Further each Department /
Organization may have different objectives and may like to have different
colours as per their specific themes and requirements. Further, there are no
specific provisions in the National Building Code regarding selection of
colours for the painting of the buildings. In fact, many times colours on the
building are helpful to inspire the department to achieve their aims and
objectives of that particular Department. Even in some cases, the same
Department may like to innovate with different colours for different
