ORDER:

Inthereferencereadabove,theCommissionerofSchoolEducation,A.P.has

statedthatGovernmentofAPisimplementingtheMid-Daymealprogramunderthe

CentrallySponsoredScheme.

2. TheCommissionerofSchoolEducationhasfurtherstatedthat88,296Cook-

cum-¬HelpersarepresentlyworkingunderMDMschemeintheStateandtheState

GovernmentisfollowingtheMHRDnormsforengagingtheCook-¬cum-Helpersin

the Schools.As perthe GoInorms,the Cook-cum-Helpers are being paid

honorarium ofRs.1,000/-permonth (In60:40ratio asCentralandStateshare

respectively).From themonthofSeptember,2017thehonorarium isbeingpaid

throughCentralizedPaymentSystem.TheCook-cum-Helpers(CCHs)workingunder

Mid-DayMealSchemearefrequentlydemandingforenhancementofhonorarium.

3. TheStateLevelSteering-cum-MonitoringCommittee(SSMC)meetingwas

heldon06.03.2018 toreviewtheimplementationofMDM schemeandtomake

necessaryrecommendationforPAB2018-19."EnhancementofhonorariumtoCook

-cum-Helpers"isoneoftheissuestakenupbytheSSMC.TheSSMChasopined

thatthehonorariumbeingpaidtotheCook-cum-Helpersisverymeagerandneedto

beenhancedasperexistingrules/norms.

4. TheCommissionerofSchoolEducation,AP hasfurtherstatedthatthe

matterwasplacedbeforeGovt.ofIndiaduringPABmeeting.TheCommissionerof

SchoolEducation,APhasmeanwhile,requestedtoissuenecessaryordersto

enhancethehonorariumofCook-cum-¬Helpers.

5. InthecircumstancesstatedbytheCommissionerofSchoolEducation,A.P.

in the reference read above and aftercarefulexamination ofthe matter,
