All the Regional Joint Directors of School Education and the District Education

Officers in the state are hereby informed that the 100% enrolment and retention of students in

its schools in our state is the vision of the leadership and the mandate of Department of

School Education and to achieve this vision, it is important that concerted efforts are made by

all Educational Officers and teachers to keep up the momentum of year-long good work and

constructive efforts to engage the students for their long-term well-being.

It is also informed that the UDISE 2017-18 showed an alarming number of students

did not return into the education system, for varied reasons. It is found that most of these

dropouts are observed during the critical transitioning stage (primary to upper primary or

secondary) and it is hence important to intervene and get to the core of the matter and address

it at its initial stage.

In view of the above, the Department proposes to engage the teaching fraternity in the

State to handhold Class 5th students (given the criticality of transition from primary schooling

to upper grades) and predicted drop-outs of Classes 6th - 9th. Each teacher will be assigned 1-

5 of these students so that the teacher can motivate, mentor and ensure the students’ smooth

transition within the school education system.
