ORDER:

TheGovernmenthasimplementedComprehensiveFinancialManagementSystem

(CFMS),phase1ofwhichisoperatonalisiedsinceApril2018andsincehasbeenstabilised.

CFMSisintegratingallthelegacypublicfinancemanagementprocessesandestablishinga

singlesourceoftruthforallaspectsrelated.Currently,CFMSphase2isunderprojectstage

andinthisphaseadditionalmodulesarebeingimplementedalongwithenhancingand

improvisingthephase1modules.HumanCapitalManagement(HCM)moduleisonethe

importantmodulesofphase2,whichencompassesalltheservicematers,organisational

and cadre management,employee service events processing and recording,leave

management,payfixationandadjustment,Payrolletc.

2. HCM modulewillintroducearobustsystem uniformlyacrossalltheofficesandall

thedepartments.Tobeginwith,itisproposedtomigratethecadrestrengthanddataofall

theemployeesasvalidatedbythecadrecontrollingauthoritiesandtherespectiveTreasury.

Inordertoensurethis,thereisurgentrequirementforvalidatingtheexistingHRMSdatain

thecurrentHRMSsystem,sothatitcanbemigratedintimetofacilitatesmoothlaunchof

HCM moduleofCFMS. APCFSS,thenodalagencyforimplementingCFMS,hasbeen

assignedtheresponsibilitytodeviceanapproachandrelatedsystems/toolstofacilitatethis

process.ItisnowinformedbytheCEO,APCFSSthatthetoolisnowdevelopedandreadyto

belaunchedandhasrequestedthatsuitableordersareissuedtoundertakedatagathering

andvalidationinpreparationforHCMphase2configurationandlaunch.

3. Government,aftercarefulconsideration,andkeepinginviewtheimportanceofthe

datavalidationprocess,herebyordersthattheTreasuryofficesandCapitalRegionPAO,

DDOs,HODsshouldcompletetheexerciseonorbeforeJanuary14,2019.

4. Thisvalidationprocessistobecarriedoutinthefollowingtwostages:

Stage1–Thetreasuryofficersareprovidedwithdetailsofsanctionedcadre

strengthandWorkingstrengthcategorywiseasderivedfrom theexistingtreasury

HRMS dataandpayrollprocess.Theyarerequiredto updatethenumberof

employeesworkingsubstantively,inofficiatingcapacityandhowmanyareonleave

orsuspension,basedontheSLO recordmaintainedinthetreasury.Thedata

confirmedbythem shouldbeinconformitywiththeSLO guidelinesandthe

correspondingpaybillsauditedbythem.
