Public Services – Treasuries and Accounts Department – Disciplinary Proceedings against Smt. K. Elizabeth Rani, STO (Retd.) who was responsible for passing three honorarium arrear bills of the Anganwandi Workers and Helpers of Pamarru, Gudlavalleru and Pedaparupudi Mandals with a delay of 30 days against the prescribed time of 5 days - Imposion of punishment of “withholding of 5% pension for a period of one year” - Orders - Issued.

ORDER: 

 Where as in the G.O.s first and second read above, disciplinary action was initiated 

against Smt. K. Elizabeth Rani, the then S.T.O., Sub Treasury, Pamarru, Krishna District 

for passing three honorarium arrears bills of the Anganwadi Workers and Helpers of 

Pamarru, Gudlavalleru and Pedaparupudi Mandals with a delay of (23) days and the 

following charge was initiated against the Charged Officer. ‘Three (3) honorarium arrear 

bills for Rs.10,02,014/- Rs.2,01,500/- and Rs.1,22,836/- of the Anganavadi Workers and 

helpers of Pamarru, Gudlavalleru and Pedaparupudi Mandals were passed by STO, Pamarru 

with a delay of 23 days as against the prescribed time of 5 days.” 

2. In the reference 3rd read above, the Charged Officer has submitted her defense statement 

for the charges framed against her. Since the defense statement has not been convincing and 

there are no merits to consider the request of the Charged Officer, an enquiry has been 

ordered to conduct vide reference fourth read above. The Inquiry Officer, in his report vide 

reference fifth read above held that the charges levelled against the above said Charged 

Officer has been proved. 

3. Whereas the Government has agreed with the findings of the inquiry and considered 

to provide opportunity to the Charged Officer to submit her explanation on the findings of 

the inquiry vide Government Memo sixth read above and the Charged Officer vide reference 

seventh read above, has submitted her explanation on the finding of the inquiry.
