Nadu Nedu works VC BY CM- Talking points

Talking points for the VC dated 07-05-2020:

1. Honorable CM during the VC on 5th April has instructed to complete

all the Nadu Nedu works under phase-I by end of July 2020.

2. Hence ground all the 9 components of all the school projects.

3. The District Collectors were instructed by the honorable CM to

review the progress with implementing agencies on weekly basis.

4. Hence the implementing agencies shall prepare weekly action plan

for completion of their targets.

Relaxations under para 3(XVI) of the G. O. Ms. No. 87, School Education

(Prog-II) Department dated 30-11-2019:Govt has issued GO Ms. No. 22

dated 06-05-2020 is issued with the following guidelines in fund

management:

1. All the school projects should be started except the school

projects which are in containment zone

2. A revolving fund to the extent of 15 % of the total project cost

will be released to the parent s committees. Generated RF will be

visible in AEE / Site Engineers login for approval and for further

submission to APC Samagra Shiksha. The APC SS shall approve

and push to CFMS for making payments to PC s bank account.

APC can select multiple FTO based on the size of the FTO file

which will be digitally signed, and APC can download FTO hard

copy for office purpose.

3. Once the 15 % revolving fund is received, the information should

be given to PC in their regular weekly meeting. The same shall

be recorded in minutes and books of accounts.

4. Now the revolving fund can be used by the PC for payments

towards labour, material and other expenses meant for

implementation of the MBNN project.

5. The vendor registration and collection of in-voices are dispensed

with. The PC can buy/purchase/procure by paying the money

through cheques directly to vendors or mastries from their
