All the Regional Joint Directors of School Education/District Educational Officers/District Project Officers, SSA in the State are informed that, the Secretary, Basic Research Education and Development Society (BREAD) has established 1,159 Children’s Libraries in Govt. schools in Andhra Pradesh and Telangana during the last ten years. During the current year they have already set up 70 libraries, 68 in AP and 2 in Telangana.
2 Recently, RJDSE, Visakhapatnam has suggested that BREAD should set up its libraries in KGBYs also. It was decided to set up about 15 libraries in KGBVs of Visakhapatnam Zone on a pilot basis and based on the utilization of these libraries we could consider extending the program to other KGBVs next year. RJDSE, Visakhapatnam has also assured us that he will monitor the performance of BREAD libraries in that zone.
The State Project Director, Sarva Siksha Abhiyan, Vijayawada has visited the office of BREAD at Kakinada on 1|2-8-2019 and found that the organization has been rendering an exemplary and selfless service in establishing school libraries to promote the habit of reading among students. The Organization is meeting the entire cost and they are requesting for making the libraries functional.
4, In view of the above, all the Regional Joint Directors of School Education/District Educational Officers/District Project Officers, SSA in the State are requested to make use of the libraries set up by BREAD and if required by conducting competitions among the children.

during the last ten years. I am attaching a brochure giving details of the program. Durirrg the current year it has already
set up 70 libraries, 68 in AP and 2 in Telangana. lt will be setting up 60 more libraries in Telangana by September 2019.
Recently, I happened to meet Mr. K Nageswara Rao garu, RJDSE, Visakhapatnam. He has suggested that BREAD should
set up its libraries in KGBVs also. His proposal was discussed in AGM of EREAD Society. lt was decided to set up about 15
libraries in KGBVs of Visakhapatnam Zone on a pilot basis and based on the utilization of these Iibraries we could
consider extending the program to other KGBVs next year. RJDSE, Visakhapatnam has also assured us that he will
monitor the performance of BREAD libraries in that zone. Going through the SSC results of KGBVs of Msakhapatnam
Zone, we were pleasantly surprised to observe the pass percentage and the 10 GPAS secured by students in that Zone.
BREAD Society is in the process of setting up L0 libraries in schools that secured 2 or more 10 GpAs in that zone. We

3. Students of 33 schools got2 or more 10 GPAs.
4. 66% of these 33 KGBVs got 9 or more GPAs.
ln view of the excellent performance of KGBV students in SSC examinations, we propose to hold a Meeting of Governing
Body to consider setting up more libraries in KGBVs during this year itself after deciding eligibility norms for KGBVs.
We set up libraries in govt. schools based on number of NMMS awards received by a school in a year. We have been
doing this without even approaching the govt. taking the results of NMMS from the website. We have also evolved
systems to operate the libraries. Details may please be seen in the attached brochure. We are securing donations based
on total volunteerism and transparency in all our activities. However, we are not al.le to create the level of impact we
envisaged mainly because our systems in operating the libraries are not followed by many schools. We met
Commissioner School Education in February 2019 and explained to her our problems with regard to implementation. ln
March 2019, she has issued instructions to RJDSEs and DEOs to follow our guidelines in operating BREAD libraries.
Our objective is to inculcate book reading from a young age. Proof of reading a book can easily be judged if students

ensure that HMs of BREAD library schools recommend names of students and claim prizes from BREAD Society.
