In the references 1't read above, the President, Andhra Pradesh Secretariat
Associatlon has represented the Government for allotment of land to an extent of
Ac. 100.00 cents in the new Capital City of Amaravati for construction of houses to
the Secretariat employees through an institutional framework.
2. In the reference 2nd & 3'd read above, the President, AP NGOs Association
and the Chairman, AP JAC Amaravati made similar representations to the
Government.
3. Government, after considering the representations received from the
Association of the employees requested the Commissioner, Andhra Pradesh Capital
Region Development Authority (APCRDA) to place the matter before the Group of
lvlinisters.
4. The Group of Ministers. among others, have discussed the issue in the 1lth
meeting of the Group of Ministers held on 20.12.2018 and recommended to allot
200 square yards to Gazetted Employees of Secretariat & Heads of Departments at
the rate of Rs.4500 per Sq. yard and 175 Sq. Yards to Non-Gazetted employees of
Secretariat & Heads of the Departments at the rate of Rs.4000 per Sq. yard on
Freehold basis.
5. Further, in view of the bifurcation of the state and creation of the new state
of Andhra Pradesh, the new capital city area is notified covering 29 villages of
Guntur district and named as Amaravati. Amaravati is being developed and the
High Court, Legislature, Secretariat, Government heads of departments, State
Public Sector Undertakings and State level institutions are being established in the
new capital. Buildings of the Secretariat, Legislature, heads of departments etc. are
coming up in the'Government city' while the High Court and related institutions are
comlng up in the'Justice city'of Amaravati capital city area. About 10,000 staff will
be relocated to the new city to work in these institutions. The entire Amaravati
capital city area of about 54,000 acres is pooled by APCRDA under APCRDA Act. As
the city is a new area still under development there is lack of housing stock in the
new capital. It is observed that earlier Greenfield state capital cities in India have
been struggling to attract human settlement even after 2 to 3 decades of their
development. Therefore, in order to kick start city development it is necessary to
promote settlement of the Government Employees who were shlfted from
Hyderabad to Vijayawada in view of State bifurcation. For this purpose of facilitating
settlement of this category oF people in the new Greenfield capital city, Government
have issued an Employees Housing Policy for Amaravati Capital City Area vide
reference 5th road above.
